This paper investigates the approaches and methods applied to programmes of NGO capacity-building in Bosnia and Herzegovina and Kosovo during the ongoing experiences of internationally determined post-conflict rehabilitation and transition. The paper aims to highlight the practical issues that have arisen in these cases, and examine them in light of wider development policies and post-conflict structures, as well as identifying the conditions that have enabled successful capacity building approaches.
