BICC, Security Sector Reform (RSS) (BICC, 2000) This note is an overview of five documents regarding the security sector reform and especially the possibilities for a foreign engagement for cooperation and development. The first document is an analysis of ISSR as a concept, and the potential problems that may occur from it for cooperation and development. The second document has the aim of reviewing the activities of Britain’s Government in this area, and the conditions which assist in successful interventions of ISSR. The third document uses the South-African case in order to emphasize the difficulties and possibilities for the successful implementation of such programme; and the fourth document reviews disarmament, demobilization and reintegration (DDI) programmes from the perspective of international donors. In the end, this publication offers and analyzes the DDI programmes administered by UN and presents a detailed reach in ISSR issue; all these to be transformed into programmes for general development. download |
